more worries about getting a fiscal cliff deal in time. we'll have more on that in a moment. the dow fell almost 25 points, the nasdaq lost 22, and the s&p off six points. but more good news about housing today: home prices posted their best year-over-year growth since 2010. the closely watched s&p case- schiller index rose 4.3%, in october, beating expectations. looking at month over month performance, the 20 city index fell 0.1% from september to october. still, s&p is optimistic about housing activity in the new year. >> 2013 should be a good year for housing, we're going into the year with a whole lot of momentum, we've seen very strong housing starts, very strong construction in 2012 but even with that strength construction is still way below where it should be and we have a lot of lost ground to make up. >> susie: david blitzer also expects home prices to continue to improve through the end of next year, and he believes that rebound in prices will help the u.s. economic recovery. still ahead, the outlook for stocks in 2013, we're joined by wayne kaufman, he's the chief market a

. thanks a lot >> susie: the fiscal cliff isn't the only drama playing out for the u.s. economy: there's also the "container cliff". 14 ports along the u.s. east and gulf coasts are at risk of closing if longshoremen and the international maritime alliance cannot reach a deal by saturday. federal mediators have been called in to help with last minute negotiations. at the heart of the dispute: container royalties. those fees charged to shippers were implemented in the 1960s to help dock workers displaced by technology. the maritime alliance wants the royalties capped. earlier this month a port strike in southern california, cost an estimated $1 billion a day. netflix is blaming problems at its web service provider, amazon for a server outage that took down its streaming video service on christmas eve and into christmas day. netflix says it worked through the night with engineers at amazon to get the service back up and running. netflix shares rebounded today, rising almost 2%, while amazon shares fell nearly 4%. >> susie: amazon was just one of many stocks in the red today. as we mentione

eastern seaboard could shut down in the next four days. as we speed toward the fiscal cliff, that is the last thing businesses nationwide need to threaten their bottom lines. here to explain what is at stake, jonathan gold, vice president of the national retail federation. thanks for joining us. last time we faced something like this, 2002, it took six months for u.s. economy to recover. the ports on the west coast were only closed for 10 is that accurate? >> adam, thanks very much for having me on. yes, the last time we had coast wide shut down was 2002. there was 10-day lockout. took six months to recover from. most economists say that lockout cost the u.s. economy about a billion dollars a day. adam: the number is anywhere 14 to 15,000 longshoremen essentially from portland, maine, down to houston. what does that mean to the u.s. economy? seems we're talking about far more ports than we were in 2002? >> correct, it could be a fairly significant hit on the u.s. economy. everybody who relies on ports, importers, exporters, manufacturers,armers, agricultural exporters, trucking companies, all these industries rely on ports to move the nation's commerce. if the ports shut down, that means nothing moves in or out and essentially that will impact the economy. adam: s

the fiscal cliff drama is weighing on americans' mood. consumer confidence dropped sharply this month, falling to a four-month low. that hit the stock market early, and the dow plunged 151 points by mid afternoon. then word that the house would reconvene sunday night sent the market back to break even and the dow ended up closing down just 18 points. >>> our chief foreign affairs correspondent andrea mitchell is warning that secretary of state hillary clinton will be returning to work next week. she has been off for several weeks after getting a stomach virus and suffering a concussion after fainting. a spokesman says clinton continues to recuperate at home and looks forward to resuming her schedule. she's prepared to step down from her job early next year. >>> and one other note from washington. the head of the environmental protection agency, lisa jackson, announced today that she is stepping down. jackson has led the agency since the beginning of the obama administration. she tangled with congress and even the white house itself, particularly on global warming issues. >>> the other

fiscal cliff. the first time and there are 500 billion in tax hikes coming your way. december 31. grover norquist from the president of americans for tax reform are warning that that is only the start of our problem. >> in addition to the bush tax cuts, 500 billion-dollar tax increases, a trillion dollars in obamacare taxes, all the taxes to pay for that free health care we are supposed to get. 90% of the tax increases to pay for obamacare were convenient postponed until after obama got himself safely reelected. they begin to hit january 1 of this coming year. they are unpleasant. gerri: absolutely unpleasant. it is a disincentive to invest into work. i don't know what people are going to do down the road. now it seems that people are saying it's up to the senate. it in the senate ballpark now to do something and to get some kind of bill. will they do anything at all? >> all the focus has been on president obama and the house of representatives. the leader, speaker boehner. some of us went to public school, but i still learned that there is a senate involved in all of this. fiscal cliff deal isn't going to happen pause the two sides are too far apart and there simply isn't enough time yet. mark, i will begin with you, what happens if we go over the cliff? what will americans experience? >> well i think we are going to go over the cliff. quite frankly i think it is a good thing the prospects of getting a deal after january 1 are significantly higher and that is for three reasons. first now president obama has all the leverage. after january 1st the leverage shifts to the gop. because president obama perfectly going over the fiscal cliff to blame republicans because he can't default on the debt. he will have to compromise between now and february. second of all the baseline gets reset if the tax cuts expire. everybody will propose a tax cut in january and right now we're fighting whether to increase taxes or not. you can see possibility of a deal seen as win-win for both sides. third, if republicans don't come up with a deal, a bad deal right now, they still have the $800 billion in revenue they put on the table from limiting deductions and loopholes that

warning we are going over the fiscal cliff, let's pose the question is it better if that were to happen. are automatic spending cuts perhaps what the country needs? josh bulk is a national correspondent with the fiscal times. josh, good to have you back. good to see you. >> good to see you. >> it's not all that bad if we go over the cliff. is there a good, compelling argument to make for doing so? >> there are compelling arguments to make for going over the cliff. it might create pressure for a genuine and real deal, not just with tax reform but spending cuts, but there's a lot of dangers in doing it. one of the big things that's screaming on my radar is the alternative minimum tax. that's a tax that is meant to prevent the wealthiest from escaping the irs altogether but unfortunately it was never adjusted for inflation. if we go over the cliff, the amt will kick in not just for 2013 but for 2012. and you've got 30 million americans that are going to face an additional $86 billion in taxes. >> if they don't fix that particular thing, not only will taxes go up for your 2013 bills,
